										<content:encoded><![CDATA[<p>The NBA and National Basketball Players Association are close to an agreement to test players&#8217; blood for human growth hormone (HGH), according to sources with direct knowledge of the talks. Testing could begin as soon as the 2013-14 season.</p>
<p>The NBA has long had HGH on its list of banned substances but has never tested for it. Doing so means collecting players&#8217; blood, which the union has never allowed, and there was little agreement about the test&#8217;s reliability.</p>
<p>But those concerns have eroded lately, sources say, with a frenzy of progress in talks between the league and union. A decisive factor: Major League Baseball and its respected union have agreed to blood tests for HGH, weakening the basketball union&#8217;s claims that the test was unreliable or that blood testing is too invasive.</p>
<p>Terms of the 2011 NBA collective bargaining agreement created a committee to hash out the particulars of HGH testing. Progress had been slow, until recently.</p>
<p>There has also been pressure from the World Anti-Doping Agency, which chided the NBA for &#8220;gaps&#8221; in its testing program last fall, as well as the U.S. Congress. In late 2012, Rep. Elijah Cummings called delaying HGH testing over concerns about the test &#8220;incredibly ridiculous.&#8221;</p>
<p>In a statement emailed to ESPN.com, Cummings elaborated: &#8220;According to the expert witnesses who testified at our hearing, there is consensus among the scientific community that HGH testing is safe and reliable. Since the NBA agreed last year to start HGH testing &#8212; and since professional basketball players already compete in the Olympics, where they are subject to HGH testing &#8212; there is no reason to delay HGH testing for the NBA itself. My hope is that all our professional sports leagues implement HGH testing right away to set an example for millions of young athletes across the country who look up to them.&#8221;</p>
<p>With the two sides agreeing in principle, over the past few months, to test players&#8217; blood for HGH, talks have focused more on the conditions under which blood specimens could be collected.</p>
<p>At the moment, NBA players are subject to six urine tests a year, two of which occur in the offseason. It is unknown how many blood tests will be added to the schedule, if that blood will be examined for anything beyond HGH, and if the blood tests will be in addition to, or instead of, urine tests.</p>
<p>A further complication had been that the union itself is in disarray, with longtime executive director Billy Hunter suspended for misconduct and subject to federal investigation. Staff attorney Ron Klempner is directing the union on an interim basis. Sources insist HGH testing can proceed regardless, and the union can and will implement HGH tests before resolving its leadership issues.</p>
<p>Those with knowledge of the talks say it is a foregone conclusion that HGH tests are coming as soon as next season.</p>
<p>NBA commissioner David Stern predicted as much at the All-Star Game in Houston in February, saying &#8220;we have a comprehensive drug testing program that has a long list, probably a hundred or so, I&#8217;m not even sure the number, of drugs that are prohibited, including HGH, subject to an agreement of the validity of an appropriate testing protocol. And we expect that to happen, we really do, before the start of next season.&#8221;</p>
<p>Until recently, none of the major north American sports &#8212; MLB, the National Football League, the National Hockey League and the NBA &#8212; made blood tests a major part of their anti-doping programs. This was in no small part in response to privacy concerns raised by those sports&#8217; unions. Athletes are not unionized in international sports like track and field and cycling, where blood testing is common, and even extends to comprehensive measures like biological passports, which have been lauded by anti-doping experts.</p>
<p>Baseball recently led a breakthrough among major leagues by announcing an agreement to collect and analyze players&#8217; blood, not just for HGH but for other substances, too, and for setting baselines for testosterone.</p>
<p>Stern acknowledged last month that basketball lagged behind baseball in that regard.</p>
<p>&#8220;There will always be some kind of leap frogging there, as there was in 1983, which we were the first league to have an anti-drug program and dealt with a variety of things. So it&#8217;s always subject to be improved,&#8221; he said. &#8220;But together with our players&#8217; association, which I think has taken a leadership role here, I&#8217;m sure we will continue to improve it.&#8221;</p>

										<content:encoded><![CDATA[<p>It appears the Rick DiPietro era is coming to a close on Long Island.</p>
<p>The New York Islanders placed the goaltender on waivers Friday, the team announced on its website.</p>
<p>Although logic would suggest the move is the first step toward a potential buyout for DiPietro, general manager Garth Snow declined to reveal his plans.</p>
<p>&#8220;We haven&#8217;t given that any consideration at this point,&#8221; Snow said when reached by phone Friday afternoon. &#8220;I&#8217;m not gonna speculate what the future may hold.&#8221;</p>
<p>DiPietro is expected to report to the team&#8217;s AHL affiliate in Bridgeport, assuming he clears waivers Saturday at noon. Although a team could, in theory, claim him, both his hefty salary and abysmal performance this season make that scenario unlikely.</p>
<p>Snow said he wants to see DiPietro improve his game down in the minors.</p>
<p>&#8220;The decision was made primarily as a first step to get him back to the form he was in before he started getting all these injuries,&#8221; Snow said. &#8220;It&#8217;s a situation where we want Rick to have every chance to get back to that success.&#8221;</p>
<p>DiPietro started the season with a 0-3-0 record and posted dreadful numbers &#8212; a 4.10 goals-against average and .855 save percentage &#8212; but his albatross of a contract remains the team&#8217;s more pressing issue.</p>
<p>The oft-injured DiPietro&#8217;s 15-year, $67.5 million contract &#8212; which pays him $4.5 million annually through 2021 &#8212; is regarded as one of the league&#8217;s worst.</p>
<p>The Islanders could choose to exercise a transition buyout on the 31-year-old this summer. Each team was provided two of these in the new collective bargaining agreement, to be used in the summers of 2013 and 2014. The team could also elect to employ the traditional buyout rule, which would allow the team to retain his cap hit.</p>
<p>That may be the most desirable option for the club, which has barely hovered above the cap floor in recent seasons.</p>
<p>Until the Islanders decide whether or not to buy him out &#8212; the team has previously used buyouts on Alexei Yashin and Brendan Witt &#8212; the club will pay both his salary and be charged for his cap hit.</p>
<p>Per the rules of the new CBA, DiPietro will still carry a $3.6 million (prorated) hit on the team&#8217;s salary cap this year.</p>
<p>Earlier this month, the team acquired veteran netminder Tim Thomas in a trade with the Bruins in what boiled down to a simple salary-cap transaction. The Islanders added Thomas&#8217; $5 million cap hit and won&#8217;t have to pay him a single dollar in salary since he has no intention of playing or reporting to the team. Thomas said during the summer that he was taking the year off from hockey to spend time with his family.</p>
<p>DiPietro, a former first overall draft pick, was upset when informed of the team&#8217;s decision, Snow said.</p>
<p>&#8220;He was disappointed, like any player would be in that situation,&#8221; Snow said.</p>
<p>With DiPietro headed down, 22-year-old prospect Kevin Poulin will likely be recalled from the minors to back up veteran Evgeni Nabokov in net.</p>

<p>The NFLPA president added he wouldn&#8217;t be able to persuade players to have faith in the league even if he wanted to.</p>
<p>Speaking on a conference call Tuesday, days before union representatives meet with NFL officials at the scouting combine in Indianapolis, Foxworth returned to a theme he stressed at the NFLPA&#8217;s pre-Super Bowl news conference.</p>
<p>&#8220;It&#8217;s pretty obvious that there&#8217;s a gap in what would be a reasonable amount of trust &#8230;&#8221; Foxworth said. &#8220;There&#8217;ve been a number of events to lead players to believe they cannot trust the league.</p>
<p>&#8220;There was a bridge beginning to be built and then there were some recent events that kind of broke that bridge again.&#8221;</p>
<p>Foxworth said the players are seeking checks and balances such as a neutral arbitrator to improve relations between the union and league. He cited the bounties and how former commissioner Paul Tagliabue was not &#8220;unbiased.&#8221;</p>
<p>Yet Tagliabue made the final decision that tossed out the suspensions of four players.</p>
<p>&#8220;When things like that happen,&#8221; the former defensive back said of Tagliabue&#8217;s appointment by Goodell, &#8220;it&#8217;s hard for our players to believe that the league has their best interests in mind. And that makes it harder for me to do my job, and for the PA to do our jobs and for the league to do their jobs. Because we really need to agree upon things, moving forward.&#8221;</p>
<p>NFL spokesman Greg Aiello insisted that the union has not looked ahead since a new collective bargaining agreement with the league was reached a year and a half ago.</p>
<p>&#8220;Since 2011 the union has spent most of its time backing away from its commitments,&#8221; Aiello said in an email to The Associated Press. &#8220;Whether on old litigation, HGH, or commissioner discipline, the NFLPA has consistently looked backwards.</p>
<p>&#8220;Trust is a two-way street. If the union wants to work together to build a better, safer and even more popular game, we extend our hand in partnership and respect. If the union wants to stir up old grievances and create mistrust, we will simply have to do the best we can to serve the interests on the fans, players and the game.&#8221;</p>
<p>Key issues Foxworth and other union officials will discuss with the NFL&#8217;s competition committee in Indianapolis involve player safety, including the league&#8217;s plan to make hip and thigh pads mandatory next season.</p>
<p>Many players have spoken out against such a requirement, saying using the pads should be optional. The NFL believes the pads will substantially reduce injuries or wear and tear on players.</p>
<p>Union spokesman George Atallah also mentioned a gap in trust when asked if the players have confidence in team medical staffs. Atallah said the union has weekly and even daily conversations with the league about team doctors and whether their allegiance is to the players or the clubs.</p>
<p>NFLPA executive director DeMaurice Smith said last week he is concerned about David Chao remaining as the San Diego Chargers&#8217; team doctor. According to online records, the Medical Board of California is seeking to revoke Chao&#8217;s license and has referred the case to the state attorney general for possible charges.</p>
<p>Foxworth generally didn&#8217;t sound optimistic about quickly improving relations between the union and league, again citing the lack of trust.</p>
<p>&#8220;And if everything that we bring back to our players &#8212; every proposal that the league makes to us, we bring back to our players &#8212; and if they receive it from a negative place because they don&#8217;t trust anybody on Park Avenue,&#8221; he said, &#8220;then it&#8217;s really hard to get anything done.&#8221;</p>

										<content:encoded><![CDATA[<p>Blue Jackets forward Brandon Dubinsky was fined $10,000, the maximum allowed under the new NHL collective bargaining agreement, on Wednesday for boarding Los Angeles defenseman Rob Scuderi in Columbus&#8217; 4-2 loss to the Kings on Tuesday. Dubinsky will not be suspended.</p>
<p>The incident occurred at 11:29 of the second period and set off a rash of penalties. Not long after, Dubinsky and Los Angeles forward Mike Richards fought. All told, 37 minutes in penalties were handed out, and Dubinsky was assessed a major penalty for the original incident as well as a game misconduct.</p>
<p>The fine money will be sent to the NHL players&#8217; emergency assistance fund.<br />
Dubinsky was acquired over the summer from the New York Rangers in the trade for forward Rick Nash. He has four points this season.</p>
<p>The Blue Jackets also announced Wednesday that they have assigned center Ryan Johansen to their American Hockey League affiliate in Springfield, Mass.</p>
<p>Johansen, 20, has two assists in 10 games with the Blue Jackets this season. He had 14 goals and 13 assists in 34 games with Springfield before the belated start of the NHL season.</p>
<p>He won eight of nine faceoffs in more than 16 minutes on the ice Tuesday night.</p>
<p>Johansen was Columbus&#8217; first pick, fourth overall, in the 2010 NHL draft.</p>

<p>&#8220;What I do on the floor shows my value. At the end of the day, I don&#8217;t think my value on the floor can really be compensated for anyways because of the (collective bargaining agreement),&#8221; James said Friday head of the Miami Heat&#8217;s game with the Indiana Pacers (7 p.m. ET, ESPN).</p>
<p>&#8220;If you want the truth. If this was baseball, it&#8217;d be up, I mean way up there.&#8221;</p>
<p>There is no salary cap in Major League Baseball. James, who took a pay cut to sign with the Heat in 2010, is making $17.5 million this season, which is tied for 13-highest in the NBA. The Los Angeles Lakers&#8217; Kobe Bryant is first at $27.8 million.</p>
<p>In 2011, when he was asked what it would take to get him to play in Europe during the NBA&#8217;s lockout, James speculated that his play might be worth $50 million a year.</p>
<p>In the last several months the Oklahoma City Thunder and Memphis Grizzlies have traded away star players because they were concerned about their salaries being too costly when a new more stringent luxury tax arrives net season. The Thunder traded away James Harden last fall, and the Grizzlies traded away Rudy Gay this week.</p>
<p>James and teammates Dwyane Wade and Chris Bosh all took less than the maximum salary when they signed three years ago. That should enable the Heat to keep them together next season, even with the new tax rules. James doesn&#8217;t think they have gotten credit for that decision.</p>
<p>&#8220;I have not had a full max deal yet in my career &#8212; that&#8217;s a story untold,&#8221; James said.</p>
<p>&#8220;I don&#8217;t get (the credit) for it. That doesn&#8217;t matter to me, playing the game is what matters to me. Financially, I&#8217;ll sacrifice for the team. It shows for some of the top guys, it isn&#8217;t all about money. That&#8217;s the genuine side of this, it&#8217;s about winning. I understand that.&#8221;</p>
<p>Forbes recently estimated James earns $40 million per year in endorsements and sponsorships, thanks to deals with Nike, Coca-Cola, McDonald&#8217;s, State Farm and Samsung.</p>
<p>James and Bosh are earning $17.5 million from the Heat this season, while Wade is making $17.1 million. Had they taken max deals in 2010, each could&#8217;ve made just under $20 million this season. It would&#8217;ve cost the Heat an additional $8 million in luxury taxes this season, roughly $12 million next season and they might not have been able to add players like Udonis Haslem, Mike Miller, Shane Battier and Ray Allen to the roster.</p>
<p>The Heat, however, would be subject to what is known as the &#8220;repeater&#8221; tax starting in 2014-15 if they keep James, Wade and Bosh together because they would be over the luxury tax for four years in a row. In that case, they would pay a tax rate that is currently more than four times the current dollar-for-dollar rate. James, Wade and Bosh do have opt-out clauses in their contracts in the summer of 2014, however.</p>
<p>&#8220;I think teams understand that you need three guys to do big things; the big three thing is pretty cool if you can get it,&#8221; James said. &#8220;To keep teams like this together you may have to take even less because of the new CBA. I guess we&#8217;ll find out.&#8221;</p>

<p>Goodell noted that the league and union agreed to the testing two years ago in the collective bargaining agreement. He said it is important to have testing to retain the integrity and the brand of the league.</p>

										<content:encoded><![CDATA[<p>The NHLPA is reviewing a developing situation between defenseman Wade Redden and the New York Rangers.</p>
<p>Similar to the situation between Scott Gomez and the Montreal Canadiens, Redden, 35, is being prohibited by the Rangers from playing for the remainder of the 2013 season in the team&#8217;s anticipation of buying him out this summer.</p>
<p>The fear is that he could suffer an injury while playing for the AHL&#8217;s Connecticut Whale. According to the recently brokered collective bargaining agreement, teams are allowed two amnesty buyouts beginning this summer to get under the salary cap. However, teams cannot buy out an injured player.</p>
<p>Montreal already informed Gomez that he will not be permitted to play before the buyout. The NHL does not feel the Canadiens did anything wrong in how they decided to handle the situation, sources told ESPN.</p>
<p>Redden&#8217;s six-year, $39 million contract has kept him buried in the minors since 2011.</p>
<p>The Rangers have been in contact with both the league and Redden&#8217;s agent, Don Meehan, on the matter and, according to one source, they have told Meehan that he is free to seek a trade for his client.</p>
<p>The situation is not believed to be acrimonious.</p>
<p>Reached via email, Meehan told ESPNNewYork.com that they are &#8220;working on the situation&#8221; and that he hoped to have more clarity by Tuesday.</p>

<p>The players&#8217; association announced that electronic voting will begin at 8 p.m. Thursday ET and will last until 8 a.m. Saturday. The union said it will announce the result after voting is finished.</p>
<p>If a majority of the more than 700 players choose to accept the deal that NHL owners unanimously ratified on Wednesday, training camps will open Sunday, and a 48-game regular season will begin Jan. 19.</p>
<p>A tentative agreement was reached early Sunday, the 113th day of the lockout, after a 16-hour negotiating session in New York.</p>
<p>The new deal is for 10 years, but either side can opt out after eight. The previous collective bargaining agreement was in effect for seven seasons.</p>
<p>The lockout began on Sept. 16, and forced the cancellation of 510 games, beginning with opening day on Oct. 11. The outdoor Winter Classic and the All-Star Game were also wiped out this season.</p>
<p>The NHL says it will release a new schedule once the ratification process is completed.</p>
<p>A memorandum of understanding that has been in the drafting process by the two sides this week must be signed before training camps open.</p>
<p>The players&#8217; association wanted as much of the document as possible to be completed before voting began.</p>
<p>Leading up to Thursday&#8217;s start time for voting, the union has been busy calling players and agents to educate them about the changes and additions to the tentative agreement.</p>
<p>Assuming the deal is approved by the players, as expected, there will be only six days between the opening of camps and the start of the season. No preseason games will be played.</p>

										<content:encoded><![CDATA[<p>The NHL and NHL Players&#8217; Association went a second straight day without a formal in-person negotiating session, although the sides remain engaged in mediation.</p>
<p>The league and union met separately with federal mediator Scot Beckenbaugh during a series of meetings that spanned the whole day Friday and late into the evening. They will continue that process Saturday morning.</p>
<p>It isn&#8217;t yet known if the league and union will meet face-to-face Saturday, the 112th day of the lockout. The sides have less than a week to reach a new collective bargaining agreement to save what would likely be a 48-game hockey season.</p>
<p>Few details emerged about the scope or subject matter of those meetings and whether progress was forged, although a source told ESPN that both sides expressed signs of flexibility to the mediator.</p>
<p>With exactly one week left until the league&#8217;s self-imposed deadline of Jan. 11 to reach a deal, the NHL and NHLPA have resorted to &#8220;shuttle mediation&#8221; since the fallout from the last time they met in person Wednesday night.</p>
<p>That negotiating session was marked by the NHLPA&#8217;s decision not to file a disclaimer of interest by the midnight deadline, although the hope that a new deal could be close abated Thursday morning after reports of tension between the sides.</p>
<p>The NHLPA was angered by the league&#8217;s attempt to change language in one area of the CBA, that which pertains to the penalization of teams that are found guilty of hiding hockey-related revenue.</p>
<p>That issue has since been resolved, a source informed ESPNNewYork.com, although the lack of trust between the sides seemed to resurface.</p>
<p>The NHLPA initiated a vote Thursday evening to provide again the union&#8217;s executive board with the authority to file a disclaimer of interest. The 48-hour voting window expires Saturday at 6 p.m. ET.</p>
<p>With no formal negotiations between the sides since midweek, nerves continue to fray with the season hanging in the balance.</p>
<p>All regular-season games already have been canceled through Jan. 14, and NHL commissioner Gary Bettman has set Jan. 11 as the deadline to reach a new CBA and avoid the entire season being scrapped.</p>
<p>The sides have traded four proposals in the past week &#8212; two by each side &#8212; but none has gained enough traction. Getting an agreement on a pension plan likely would go a long way toward an agreement that would put hockey back on the ice.</p>
<p>NHLPA executive director Donald Fehr believed a plan for players-funded pension was established before talks blew up in early December. That apparently wasn&#8217;t the case, or the NHL has changed its offer regarding the pension in exchange for agreeing to other things the union wanted.</p>
<p>The salary-cap number for the second year of the deal &#8212; the 2013-14 season &#8212; hasn&#8217;t been agreed to, and it is another major point of contention. The league is pushing for a $60 million cap, while the union wants it to be $65 million with a floor of $44 million.</p>
<p>In return for the higher cap number players would be willing to forgo a cap on escrow.</p>
<p>Both sides seem content on the deal lasting for 10 years, but they have different opinions on whether an opt-out should be allowed to be exercised after seven years or eight.</p>
<p>The NHL proposed last Thursday that pension contributions come out of the players&#8217; share of revenues, and $50 million of the league&#8217;s make-whole payment of $300 million will be allocated and set aside to fund potential underfunded liabilities of the plan at the end of the collective bargaining agreement.</p>
<p>Last month, the NHL agreed to raise its make-whole offer of deferred payments from $211 million to $300 million as part of a proposed package that required the union to agree on three nonnegotiable points. Instead, the union accepted the raise in funds, but then made counterproposals on the issues the league stated had no wiggle room.</p>
<p>&#8220;As you might expect, the differences between us relate to the core economic issues which don&#8217;t involve the share,&#8221; Fehr said of hockey-related revenue, which likely will be split 50-50.</p>
<p>The NHL is the only North American professional sports league to cancel a season because of a labor dispute, losing the 2004-05 campaign to a lockout. A 48-game season was played in 1995 after a lockout stretched into January.</p>

<p>Ruutu recently had hip surgery and is expected to be out until at least early May.</p>
<p>The Hurricanes were aggressive in the offseason in adding Alexander Semin and Jordan Staal up front. But their spending started earlier last year, when they signed Ruutu to a four-year, $19 million contract extension in February, preventing him from hitting unrestricted free agency this summer.</p>
<p>Until signing that extension, Ruutu was the trade target of a number of contending teams near the deadline.</p>
<p>The versatile Ruutu finished last season with 18 goals in 72 games for the Hurricanes.</p>
