The 29-year-old Hall was set to count $8 million against the Redskins’ salary cap. He had four interceptions last season, his fifth in Washington, and had 39 career picks in 133 games.

Hall had two years remaining on the six-year, $54 million deal he signed at the end of the 2008 season.

The talkative Hall was a thorough mix of big plays and blown coverages during his time in Washington. The Redskins’ defense ranked 30th in the league last season against the pass.

Washington’s salary cap situation is hampered because of an $18 million penalty due to violations in the NFL’s uncapped year in 2010.

The league took issue with how the Redskins, Cowboys, New Orleans Saints and Oakland Raiders restructured contracts to take advantage of a year of uncapped salaries in the NFL during the 2010 season. The Redskins were penalized $36 million in total, and chose to split the penalty over the 2012 and 2013 seasons.

The Cowboys were the only team besides the Redskins to receive a salary cap penalty ($10 million).

Six days after initially telling local reporters exactly that, Spielman came to the NFL’s annual scouting combine and was asked to address the situation again. He hasn’t budged.

Spielman says he has no intent to deal the receiver he calls a “dynamic playmaker,” and won’t even take phone calls about it. He intends to keep all information about contract negotiations internal, too, as he describes.

There has been speculation the Vikings might deal Harvin, whose contract is up after next season, or that Harvin may hold out to get a new, richer contract.

Spielman refused Friday to comment specifically on contracts. He said team officials, as always, will meet next week at the NFL scouting combine with the agents for every player. He declined to address the possibility of negotiating a new deal for Harvin.

Harvin will enter the final year of his contract in 2013.

After spraining his left ankle in November, Harvin was placed on injured reserve in December. He didn’t return to the team’s facility until his exit physical in January, but Spielman said Harvin has been cleared for full activity.
