It was the first time Harvin has been back on the field since he made his season debut against his former Minnesota Vikings teammates on Nov. 17.

Harvin had hip surgery on Aug. 1 to repair a torn labrum. He aggravated the hip in the Minnesota game and has not played since, but hopes to go on Jan. 11 in Seattle’s playoff game.

“Percy’s done a tremendous job of keeping his head up and focusing on what he can control,” Seahawks quarterback Russell Wilson said. “We want him at 100 percent. If he is, man, he’s something else.

“He can make a lot of plays for us and do a lot of special things. He’s like a racehorse out there when you see him run. He’s done everything he can do to keep his legs ready to go and his lungs ready to go.”

Wilson said the Seahawks used most of Thursday’s practice to go first-team offense against first-team defense.

“That was one of the best practices we’ve had,” Wilson said. “It was almost like a game. Even [free safety] Earl Thomas was talking trash out there. It was fun to go against those guys.”

Wilson said Harvin’s presence at practice was noticed.

“It just adds another element to our game,” Wilson said. “He’s one of the most dynamic players in the National Football League. To get him out there, you can feel his effect and sense his ability. He has a great knack for the game and he’s very physical. I’m really happy for him and I hope he can play.”

A source confirmed to ESPNNewYork.com the planned tender for Cruz, which hasn’t yet officially been made by the team.

The two sides have been unable to reach an extension so the team will tender the highest RFA tender available, worth $2.879 million for this season, to Cruz.

The first-round tender also means that the Giants will have “the right of first refusal” if another team makes Cruz a lucrative contract offer. The Giants can match any deal made by another team or receive a first-round pick as compensation if they refuse to match.

The Giants also tendered safety Stevie Brown and running back Andre Brown at second-round tenders, worth $2.023 million in salary. Mara, speaking to reporters at an NFL event, said the team did not tender restricted free agent running back Ryan Torain, who still could re-sign with the team later.

The Giants want to re-sign Cruz to a long-term deal but the two sides have been apart on financial terms. Cruz’s camp will want to see how much wide receivers like the recently traded Percy Harvin, and free agents Greg Jennings and Mike Wallace will sign for soon.

The Giants are taking a risk by tendering Cruz since their cap space is somewhat limited and they still need to re-sign free agents such as left guard Kevin Boothe and tight end Martellus Bennett. The team also wants to sign Hakeem Nicks to a long-term extension with the wide receiver entering the final year of his deal.

Teams typically do not show much interest in restricted free agents but Cruz, 26, is coming off two incredibly productive seasons with a total of 168 catches for 2,628 yards and 19 touchdowns.

The Giants hope that the RFA tender will allow them to keep Cruz for this season and give them more time to negotiate a long-term extension.

Six days after initially telling local reporters exactly that, Spielman came to the NFL’s annual scouting combine and was asked to address the situation again. He hasn’t budged.

Spielman says he has no intent to deal the receiver he calls a “dynamic playmaker,” and won’t even take phone calls about it. He intends to keep all information about contract negotiations internal, too, as he describes.

There has been speculation the Vikings might deal Harvin, whose contract is up after next season, or that Harvin may hold out to get a new, richer contract.

Spielman refused Friday to comment specifically on contracts. He said team officials, as always, will meet next week at the NFL scouting combine with the agents for every player. He declined to address the possibility of negotiating a new deal for Harvin.

Harvin will enter the final year of his contract in 2013.

After spraining his left ankle in November, Harvin was placed on injured reserve in December. He didn’t return to the team’s facility until his exit physical in January, but Spielman said Harvin has been cleared for full activity.
